Canadian Immigration Consultant

At 1.47 births per woman, Canadian birth rates are some of the world ’s lowest. Combining this with the fact that more than 18% of the Canadian population is in the age 65 and older category, Canada has facing a labor shortgage, creating challenges for the country’s economic growth.

Skilled workers are the backbone of Canadian labor workforce, filling the shortage and driving the economy of Canada. Out of 400,000 immigrant level from 2020 – 2023, skilled immigrants account for 58% of the immigration quota. The country accepted 24,665 new permanent residents in January 2021 alone and 80% of skilled worker immigrants found gainful employment with a majority obtaining permanent jobs.

The 2 main routes of skilled immigration in Canada are through Federal Programs and through Provincial Nomination Programs (PNP).

Under Federal programs, there are 3 high-skilled programs through Express Entry including Federal Skilled Workers, Canadian Experience Class, and Federal Skilled Trades, 3 programs designed to attract skilled immigrants to Atlantic Region, and 3 economic pilot programs for Caregivers, Agri-Food workers, and people in Rural and Northern regions of Canada.

Under Provincial Provincial Nomination Programs (PNP), there is a wide selection of programs for both high-skilled and low-skilled to meet the labor demand need of each province.

Skilled Worker Immigrants

The Federal Skilled Worker program is an immigration path for international skilled workers around the world with little or no Canadian work experience who want to settle in Canada outside of Quebec.

Skilled workers with at least one year of continuous and paid work experience everywhere in the world in the past 10 years under the skilled levels O, A, B as classified under National Occupation Classification (NOC) are suitable candidates for this stream.

FSW is processed inside Express Entry system. The program first uses a 100 point grid to assess an immigrant application before selecting aspiring permanent residents in an Express Entry pool of the top candidates. To be considered for the Express Entry pool, immigrant hopefuls need to score 67 on the 100- point grid based on six selection factors: age, education, work experience, the validity of job offers, language proficiency, and adaptability.

Once prospective candidates are accepted into the pool, they will be granted the CRS (Comprehensive Ranking Score) dependent on their profiles. If their CRS scores are equal or greater than the cut-off score in each draw, candidates will get an Invitation-To-Apply (ITA) and their permanent resident (PR) applications will be processed in about 6 months.

The Canadian Experience Class program is for individuals with Canadian work experience who wish to settle in Canada provinces outside Quebec. The Canadian Experience Class requires one year of skilled work experience in the last 3 years before applying to the program. The one year of experience can be full-time jobs of 1560 hours in one year or part-time jobs of 1560 hours in two years. The job requirements must be fulfilled in Canada while the immigrant hopeful has acquired temporary resident status with authorization to work in Canadian territory. Only work experience in NOA O, A, B are eligible for this program.

Similar to FSW, CEC is also using the CRS and ITA system inside Express Entry to select candidates for PR applications. Candidates not only have to meet minimum scores to be in the pool but also must get enough scores to get the invitation.

The Federal Skilled Trades Program is for foreign workers qualified in select trades who wish to become residents. The applicants have to have at least 2 years of work experience or equal amount of part time experience in the last 5 years, and a valid full -time job offer for at least 1 year or the certificate of qualification issued by approved provincial/ federal authorities. The work experienced and the job offer have to be in the following occupations:

Major Group 72, industrial, electrical, and construction trades
Major Group 73, maintenance and equipment operation trades
Major Group 82, supervisors and technical jobs in natural resources, agriculture, and related production
Major Group 92, processing, manufacturing, and utility supervisors and central control operators
Minor Group 632, chefs and cooks
Minor Group 633, butchers and bakers

The Provincial Nominee Programs are for specific provinces and territories that invite skilled, educated foreign nationals with work experience to settle in Canada. All provinces and territories have their own set of regulations and requirements for immigrants.

If Federal Skilled Workers, Canadian Experience Class, and Federal Trade programs are targeted at high-skilled immigrants, PNP programs are options for semi-skilled workers who want to immigrate to Canada. Many PNP programs are developed to attract low-skilled and semi-skilled to meet the labor demand of the province. If nominated by the provinces, candidates will be eligible for PR applications.

This program is for people working as home childcare provider (NOC 4411) and Home Support Worker (NOC4412), except for foster parents and housekeepers related.

In order to qualify for the program, applicants must meet the basic requirements below:

24 months of Canadian work experience in the last 36 months before applying, or a valid job offer if not having the required 24 months of Canadian work experience.
Canadian one-year post secondary (or higher) education credential. If graduating from foreign institutions, an ECA report for the foreign credential which shows an equivalent of Canadian credential is needed
Language result equivalent to CLB 5 (Ielts 4.0 for reading and 5.0 for all other skills)

This program is the pathway to PR for people working in agri-food occupations including Retail butchers (NOC 6331), Industrial buthcers (NOC 9462), Farm supervisors and specialized livestock (NOC 8252), food processing labourers (NOC 9617), general farm workers ( NOC 8431), Harvesting labourers (NOC 8611).

To be eligible, applicants have to meet the following requirements:

One year of Canadian non-seasonal, full-time work experience in the eligible occupations in the past 3 years which is gained while working on a Labor Market Impact Assessment (LMIA) work permit,
A full-time, permanent, non-seasonal job offer in Canada outside Quebec.
A Canadian high school diploma. If graduating from foreign institution, an ECA report for the foreign credential which shows an equivalent of Canadian credential is needed.
Language result equivalent to CLB 4 (Ielts 3.5 for reading, 4.5 for listening, and 4.0 for speaking and writing)

This program is designed to attract foreign skilled workers to come and work in specific rural communities in Canada. There are currently 11 participating communities including North Bay (Ontario), Sudbury (Ontario), Timmins (Ontario), Sault Ste.Marie (Ontario), Thunder Bay (Ontario), Brandon (Manitoba), Altona/Rhineland (Manitoba), Moose Jaw (Saskatchewan), Claresholm (Alberta), Vernon (British Columbia), and West Kootenay (British Columbia).

To be eligible, applicants must meet the following requirements:

One year of continuous work experience in the last 3 years or completion of a 2-year program (or longer) or a master’s degree or higher from a publicly funded post-secondary institution in the list of approved communities.
Language result equivalent to CLB 6 for NOC O/A, CLB 5 for NOC B, and CLB 4 for NOC C and D.
A Canadian high school diploma or Canadian post-secondary certificate, diploma or degree. If graduating from foreign institutions, an ECA report for the foreign credential which shows an equivalent of Canadian credential is needed.
Settlement fund if not currently working in Canada.
Intention to live in the community.

This program is for international skilled workers and students who want to settle down in the 4 provinces of Atlantic region including Nova Scotia, New Brunswick, Price Edward Island, and Newfoundland and Labrador.

There are 3 programs inside the Atlantic Immigration Pilot including:

Atlantic International Graduate Program
Atlantic High-Skilled Program
Atlantic Intermediate-Skiled Program

Each program has different requirements in terms of education, work experience and language. There is one thing in common among the 3 programs is that applicants must have a job offer from a designated list approved by the Atlantic provinces.
